PM Uchchatar Shiksha Yojana: Many times, despite hard work and ability, dreams of education remain unfulfilled simply due to lack of funds. Pursuing higher education abroad has always been a challenge, especially for youth from regions like Jammu and Kashmir and Ladakh.
Recognising these challenges, the Central Government launched the Prime Minister’s Higher Education Promotion Scheme (PMUPS) to enable students from these regions to pursue their dreams without financial constraints and move forward strongly in the mainstream of the country.
This scheme is not just financial assistance, but a platform that connects youth to new environments, new cultures, and better opportunities. It aims to encourage students from Jammu and Kashmir and Ladakh to study in other states of the country, hone their skills, and become self-reliant.
The Scheme’s Inception and the Idea Behind It
The foundation of this scheme was laid on August 18, 2010, when an expert group constituted by the Prime Minister suggested new avenues of employment and education for the youth of Jammu and Kashmir and Ladakh. Based on this recommendation, a proposal was made to provide 5,000 new scholarships every year. This scheme was formally implemented in 2011 and has been periodically simplified and improved for students.

The government’s objective through this scheme is not only to provide degrees, but also to connect young people with the culture, language, and lifestyle of different parts of the country. This strengthens the spirit of “Ek Bharat Shreshtha Bharat.”
What types of studies are scholarships available for?
A total of 5,000 scholarships are provided each year under the Pradhan Mantri Uchchatar Shiksha Protsahan Yojana. These include general degree courses, professional and engineering courses, as well as medical courses. The number of scholarships for general degree courses is fixed, while scholarships for engineering and medical courses are flexible depending on need and availability.
The most significant feature of this scheme is that it not only covers college fees, but also provides a maintenance allowance for students’ boarding, lodging, books, and other essential expenses, ensuring that students are relieved of daily worries.
How to Get Financial Assistance
Under this scholarship, tuition fees are paid directly to the college or institute, ensuring no burden on the student. Meanwhile, a maintenance allowance for living expenses and other expenses is transferred directly to the student’s bank account. This process is completed transparently through the National Scholarship Portal, in which AICTE plays a key role.
Who Can Apply
Only students who are permanent residents of Jammu and Kashmir or Ladakh and have passed the 12th grade from there can benefit from this scheme. The family’s annual income must not exceed a certain limit. Additionally, the student must be seeking admission to a government or selected institution, and the application process is completely online.
Application Process and Selection
The application process is completely digital to ensure no hassles for students. First, the student must register on the portal, then undergo document verification. This is followed by seat allocation and counselling based on merit. Selection is done in a completely transparent manner, ensuring that only deserving students have the opportunity to advance.
Continuity of Scholarships During Studies
Scholarships awarded under this scheme are renewed annually, provided the student’s performance and conduct remain satisfactory. If, for some reason, a student is unable to appear for an examination in a given year, the scholarship can be continued for the next term upon providing appropriate proof. The aim is to keep students engaged in their studies, not to dissuade them due to minor difficulties.

The Pradhan Mantri Uchchatar Shiksha Protsahan Yojana has transformed the lives of thousands of students. Students who once considered studying abroad a dream are now receiving an education from prestigious institutions across the country.
